On July 10, the Shanghai Municipal Government held a press conference for the 2025 World Artificial Intelligence Conference and the High-Level Meeting on Global AI Governance. Deputy Secretary-General of Shanghai and Director of the Municipal Economy and Information Commission, Zhang Ying, introduced the overall arrangements and progress of the conference. Officials from the Ministry of Foreign Affairs, National Development and Reform Commission, Ministry of Industry and Information Technology, and local government representatives attended and answered questions.
Deepening the AI Industry Chain Layout
Developing new-generation AI is a major national strategy. In late April, President Xi Jinping visited the "Model Space" in Shanghai, urging the city to summarize successful experiences in AI industry ecosystem incubation, accelerate exploration, and lead in AI development and governance, creating a demonstration effect. Shanghai aims to double the scale of innovative enterprises, industry size, and talent pool. In Q1, the city's AI industry exceeded 118 billion yuan, with a 29% growth, becoming a new engine for economic growth.
Building Agile and Efficient Innovation Hubs
Focusing on cutting-edge technology, Shanghai promotes integrated development of intelligent computing, data, and foundational models. The city is strengthening its computing infrastructure, aiming for over 100 EFLOPS of AI computing power by year-end. It has established a specialized data platform and released standards like the "Corpus Construction Guidelines." The city is also advancing open-source and commercial AI models, with key players like Shanghai AI Laboratory, Xiyu Technology, and SenseTime accelerating commercialization.
Creating Industry-Driven Application Demonstration Zones
Implementing the "Modeling Shanghai" project, focusing on key sectors like manufacturing, finance, healthcare, and education, with 82 large models registered. Industry-leading models like "Fuxi" weather model and "Qiming" protein design model are leading the way. Embodied intelligence is also accelerating, with open-source humanoid robot "Qinglong" and the world's first embodied motion large model "Long Yue," supporting industrial manufacturing and logistics.
Fostering an Open and Connected Industrial Ecosystem
Shanghai is building high-level industrial platforms, such as Xuhui's "Model Space" and Pudong's "Model Community," forming a differentiated development pattern. These hubs gather hundreds of AI+ enterprises, providing full-cycle financing support through national and municipal AI funds, focusing on key elements like computing power and data.
Creating a Young and Active Innovation Hub
President Xi emphasized AI as a young industry and a young people's career. Shanghai is cultivating AI entrepreneurs through initiatives like the "Chuangzhi Academy," supporting university AI research institutes, and attracting top talent. The city has nearly 300,000 AI professionals, about one-third of China's total, and has opened extensive open-source data and tools to lower barriers for startups.
Leading Ethical and Governance Cooperation
Shanghai emphasizes balanced development and safety, establishing a multi-layered governance framework including policies, ethics, and international cooperation. The city has signed agreements with 38 countries and established platforms like the China-BRIC AI Development and Cooperation Center, promoting global AI industry exchanges.

The World AI Conference, held since 2018, is a top global event attracting over 6,000 experts and 2.5 billion online viewers. This year's event, themed "United in the Age of Intelligence," will be held from July 26-28 at the Expo Center, Expo Pavilion, and Xuhui West Bank, featuring forums, exhibitions, competitions, and innovation showcases.
Highlights include 10 key sectors such as AI infrastructure, scientific intelligence, and AI-enabled industrialization, with over 1200 distinguished guests from more than 30 countries, including Nobel laureates and Turing Award winners. The exhibition area exceeds 70,000 square meters, showcasing hundreds of cutting-edge products, including large models, AI terminals, and intelligent robots, with many world and China premieres.
The conference also emphasizes youth engagement, with new awards and forums on scientific, mathematical, and modeling questions, inviting top experts and young innovators to discuss topics like life sciences, AI architecture, and quantum computing.
